I had another version of making animated avatars here: Click~
But then I think video avatar doesn't work there (although you could still look for other ways to get them) I found an easier way to make an animated gif taken from a video and its by using photoshop.
You will need:
Format Factory: https://www.pcfreetime.com/ <---they changed the site name OwO
Adobe Photoshop CS... Idunno I think CS5 and CS6 would surly work.
Steps for Formatfactory:
1. Convert whatever video you want to avi(even it its avi) by clicking alltoavi button
2. I'll just quote it from my old thread, *laziness ftw*

1. Open the video using photoshop and let it load it'll take a while I think maybe 2-3 minutes. It depends on how large the video is.
2. Resize the video, Image--->image size---> turn the width to 180 pixels or the height to 300 pixels the only important thing is that none of the width or height exceeds 180px or 300 px (remember to constrain proportions) or crop if you need to (yes the video won't be affected)

3. After you're satisfied click on file--> save for web then Change the looping options to forever.

You have created an animated gif! Btw, if you saw the pic above my filesize is bigger than 180 pixels because I wasn't aiming for an avatar this can be used for signatures here is my output below:
The only drawback for this is that you are only limited to 977 kb I think if its an avatar so its either you have a small image with a long animation or a large image with a very short animation.
For signatures you could use [img] tags instead so that you wouldn't be limited by filesize.
