OtakuRO will still be the same normal RO server with custom items/quests/skills and for the gameplay will be the same but with some additional features.

The additional features are:
::Choosing which Anime your character will be::
-To aru majutsu no index
-One Piece
-Fairy Tail
-Naruto
= meaning your custom skills/quest will be based on the anime you chose.
:: War ::
-- Anime War
-- Town War : guilds are going to capture towns. when a certain guild capture a town. guild master will have the right to set taxes on items sold in town(vending not included). guild members will gain 20% discounts on any items sold on NPC and 10% overcharge (applicable on the town your guild had captured.). all guilds listed on your guild's antagonist will be claimed as enemies/wanted ppl on town guards(Kill on Spot).
:: Town Guards ::
= are special mobs summoned by guildmasters to guard their towns.
:: Wanted Player ::
= When user killed too many players on pvp. there will be a reward for his head.
:: Daily Quests ::
:: Guild Quests ::
:: Town attack ::
= group of mobs will attack certain towns. players are required to defend it or town will be populated with aggressive monsters.

Here's a possible idea for OtakuRO.

Make a normal midrate server with all the regular classes, BUT, have UNLOCKABLE skills depending on your class. These skills could be unlocked via quests, and you would be limited to only 1 or 2 per character (to give off the unique feel). You can always change skills later on, but for balance purposes, it's better that only one skill be usable at a time.

My ideas for skills would associate each RO class with a particular anime skill set. Here are some ideas.

Knight: Bleach (sword skills)
Crusader: Bleach (Kidou)
Blacksmith: Seiken No Blacksmith, perhaps?
Creator: Majutsu (Science)
Priest: Majutsu (Magic)
Monk: Naruto (Taijutsu)
Assassin: Bleach (Black Ops)
Rogue: Naruto (Sharingan, since Rogues can already copy skills)
Archer: Bleach (Quincy)
Bard/Dancer: K-ON? Naruto? A few possibilities here. Could make a skill for K-On, one for GirlsDeadMonster and one for another anime bang.
Wizard: Fairy Tail
Sage: Faily Tail (different from the Wizard's skill set, of course)
Ninja: Naruto (Ninjutsu)
Gunslinger: Fairy Tail (Guns magic) or some gun-based anime skills.
Taekwon: Sanji's moves from One Piece, maybe?

Here's an example.
If you make a Knight/Lord Knight, you would be able to use ONE of the following skills if you've completed it's quest:

• Senbonsakura: The Knight releases he power of Senbonsakura, increasing his defense and magic defense for a certain amount of time.
• Getsuga Tenshou: STR/ATK based ranged wave attack. 1H or 2H Sword only.
• Bankai (Improved Berserk): Must have a 1H or 2H sword equipped. Releasing the inner powers of his sword, the Knight gains an immense ASPD/ATK boost for a short amount of time. Unlike regular Berserk, the Lord Knight can still use skills, but this buff only lasts a certain amount of time, after which the Knight is left weakened and cannot re-activate this buff for a certain amount of time.

A Knight could complete all three quests if he wants, but he would only be able to have one skill at a time equipped. For example, my Knight currently has the skill "Bankai" enabled, but I want to use Getsuga Tenshou instead, I could simply go talk to the Getsuga Tenshou NPC and he'll teach me Geteuga Tenshou, causing me to forget Bankai. If I want to learn Bankai again, I could visit he "Bankai" NPC and he'll teach it to me again, causing me to forget Getsuga Tenshou.

For balanced purposes, it's easier allowing only 1 of these custom skills to be usable at a time.

Basically create 3-4 custom anime-related skills for each class and allow only one at a time to be used. Plus, this gives you a lot of flexibility in choice. For example, you could make 3 Bleach-related skills and 1 Berserk-related skill for the Knight class. Or have 3 Naruto-related skills and 1 Hokuto No Ken skill for the Monk class.

The rest would be kept with standard Lv99 max level RO settings (around which the game is balanced). Just add custom items/hats and you're good to go, IMO.

Just an idea of mine, thought this would be easier to balance and make, rather then remaking all of the classes.

No idea skills for naruto? How about you implement for each anime class there will be a maximum of 4 archetypes and for each archtypes you will have 4 or 5 skills to use and divided into PASSIVE, ACTIVE, SUPPORT(Buffing) skills.

Is this custom made RO ? coz' I know some RO has custom made RO using Anime sprites but I haven't encountered custom made Skills

I can be a tester and skill balancer, I have severe case of illness in Ragnarok 4 year straight then shifted to Private servers

I can only balance the skills 1st to Trans Class; 3rd Job skill still studying the Pros and Cons

Hmmm... basically you are planning to make a Race(e.g. Human, orc, elf, etc.) which is the Anime you picked ?
Each Race has its own Class Job with its own special skill
