I think Shin should only consider one nomination per person. That way... the list won't be filled without the consent of other members.

For example: Nominating Sky, Ghost and xiety. (should just be one per person because this fills out the 10 spots easily. 3/10 with just one member nominating.)

(it should be like:) Sky - I nominate kuyah. [this way, we fill out 1/10 of the spots and not 3/10 with just one member nominating. Any other nominations from Sky would then replace the first nomination he did]
