I would say the most touching anime i've seen is Aishiteru ze baby.
If you haven't seen it, it will become number in your heart instantly.

I couldn't settle on just one ... the most touching one eps for eps is Sister Princess (Imouto Hime) ... the boy really grows up and learns to care for each of his sisters for who they are. The other one is also drippy Aishiteru ze Baby ... a really touching story of someone learning to care for someone else, in his case two someone elses. The Manga has a better ending than the anime...
