I loved all the characters and how they slowly changed and how the one girl found out she was in love with the guy
Also how everyone seemed to want something someone else had, and they tried to get it
I think it's that struggle that is concealed by all the comedy made this anime great

Disappearance of Haruhi Suzumiya, because character development does happen.
And in a short time. It's amazing.

Suzumiya for me too, the character development for Nagato was unexpected and yet felt a long time coming. A truly amazing thing to be able to do in a story, especially in something so short.

Fate/stay night: Unlimited Blade Works for me, because they think carefully on the characters and for me it's much more better than Fate/Stay night... nice battle scenes and much more livelier than the other one.

Character development is THE BEST in Angel Beats!!
there were even flashbacks and flashfowards by the characters which gave a better understanding of them

Suzumiya Haruhi no Shoushitsu, if you watched all the shows then you would see that some of the characters made a change :D

I'm casting my vote for Kaichou wa Maid-sama! in this particular category because development actually occurs on-screen. And it happens for more than one character, too! Plus, the development subtly continues over the course of the entire season leading up to a perfectly appropriate and well-deserved final scene. It always refreshing to watch characters develop in an angst and melodrama free environment :D

angel beats has its own flow of storyline that makes all the characters go well with their pasts and cause of existence. so +1 to that

I like the sibling sibling development Ore no Imouto ga Konnani Kawaii Wake ga Nai its rather interesting albeit the relationship is "questionable" XD
