Permissions - signature,forum & more

I wanted to ask every1 not just the staffs on how do I edit or set my permissions?

If you visit my prof. u'll see at my "About Me" tab that there's a HTML code below that's because some of my Signature permissions are off/no now how do I turn it on/yes?

not just in signature but also in forums, avatars and more!
I visited the CPanel and I can't edit my permissions T_T

use the bbcode not html for forum signs...
