The females (girls) that I have known over the years usually aren't perverted in the same sense that guys are. However, some of them have very wild and unusual ideas about what is sexy/fun/not fun/kinky ----- They are just different (mostly in good ways) than guys... Hmm, seems like there is a lot of opinion about it this subject... and interest. Though the arguments about it being dependant on personality and society seem to hold weight. Personally it seems that the societal expectations are vastly different and social interactions,
Everyone expects guys to be perverted, in fact if they don't show some level of perversion it may cause concern, though for women the Victorian Era mentality is that they are supposed to be pure and saintly (I somehow managed a straight face while typing that).

I don't really think there is a real difference in level of perversion across gender, just expectation, which as commented by other posters will vary from culture and background people come from.
